Copy of telegram (dated April 13, 1911) received by Mr. Addis from Peking.--- (Communicated to Foreign Office, April 15.)

FOLLOWING from group representatives Peking for communication to other groups :----

At meeting Board of Finance, Peking, yesterday Sheng informed us Hunan governor had memorialised throne by wire reporting increased provincial agitation against conclusion Hukuang Railway loan. Sheng anticipates serious difficulty in face of agitation. Our meeting Board of Communication, Peking, to-day postponed to 17th April. Re foregoing, re your wire of 12th April, Sheng informs us that he is inodifying at present moment regulation concerning Chiao Tung Bank, Ta Ching Government Bank in order to place them under strict Government control. Moreover, difficulties with which [he] is faced by Chinese national movement can only be over- come if he can satisfy Chinese public that he has obtained in favour of China all concessions which we can reasonably make. These are changed circumstances quite as important as those which have led you to abandon branch line. We hope you will appreciate them and reconsider your decision, which will otherwise inevitably lead to complete rupture of negotiations and create opening for competition other.
